The Founder

Jessica Goya de Hoog is the founder and lead consultant based in the Netherlands. She is currently the only Qualified Education Agent Counsellor (QEAC) in the Netherlands and the wider Benelux region.

Australian Embassy Experience
Jessica served as a Case Officer with the Australian Embassy’s Department of Home Affairs, gaining direct exposure to temporary visa assessment, processes, and regulatory expectations. During this time, she was selected as a Subject Matter Expert to support the testing of visa processing systems aligned with Australian Migration Regulations.

Strategic & Technical Edge
Jessica holds a Master’s degree in International Relations, providing a geopolitical lens to understand the drivers behind shifting migration policies. This academic foundation, combined with a degree in Computer Science, creates a rare multidisciplinary advantage.

In an era where AI-generated misinformation is increasingly prevalent, Jessica is equipped to navigate complex digital documentation landscapes while understanding the broader global forces influencing immigration systems. This enables her to support clients with preparation that is not only compliant, but strategically informed.

Analytical Accuracy
Her experience as a Process and Performance Analyst in the Dutch logistics sector ensures that every client matter is approached with structured discipline and data-driven accuracy.

Jessica began her career in high-pressure environments, including the Philippine Bureau of Immigration and as a Passenger Service Agent for premier international carriers such as Saudia and Qantas. Today, she draws on more than a decade of cross-sector experience to guide clients toward informed and ethical outcomes

Goya de Hoog Consultancy provides education guidance and administrative assistance for visa applications. Jessica is not a registered migration agent or lawyer and does not provide legal advice.

Where a matter requires regulated migration advice or formal legal representation, clients are referred to an appropriately qualified migration agent or immigration lawyer. Goya de Hoog Consultancy was established with a commitment to protecting the integrity of international mobility. After leaving the Australian Embassy, the founder saw firsthand how rampant misinformation and sophisticated visa scams were devastating lives, including those of her own community and family.

Driven by a passion for ethical migration and a desire to use her experience, skills and expertise for good, she established this consultancy to provide a safe, evidence-led alternative to the "noise" of the industry. We provide a methodical starting point where decisions are informed by facts, not deception.
